FG earmarks N135.22bn for election disputes, post-poll duties in 2026 budget

The Federal Government has earmarked N135.22 billion in the 2026 budget for electoral adjudication and post-election obligations ahead of the 2027 general election.

The provision was contained in the House of Representatives of Nigeria Order Paper for March 31, 2026, which included the report on the 2026 Appropriation Bill.

The allocation was listed under Service-Wide Votes, a centrally managed pool of funds used to finance obligations not tied to any specific ministry, department, or agency.

Service-Wide Votes are widely regarded as the government’s contingency fund, designed to cater to expenditures that cut across multiple agencies, including unforeseen liabilities, national commitments, and expenses that cannot easily be assigned to a single institution.

In some instances, the fund also accommodates items that require further approvals or are not fully determined at the time of budget preparation.

Within this framework, the N135.22 billion provision suggests the government anticipates continued fiscal pressure from election-related legal disputes, settlements, and administrative processes.

Further analysis of the appropriation document showed that the allocation falls under the broader Consolidated Revenue Fund charges, reinforcing its classification as a centrally managed obligation rather than a direct allocation to any agency.

The budget schedule indicated that total Consolidated Revenue Fund charges stood at N3.70 trillion, with the electoral adjudication and post-election provision accounting for about 3.65 per cent of that segment.

The allocation was proposed alongside a significantly larger N1.01 trillion statutory transfer to the Independent National Electoral Commission (INEC) in the 2026 fiscal plan.

INEC remains the largest beneficiary within this category, accounting for about 21 per cent of the total statutory transfers estimated at N4.80 trillion.

Statutory transfers are constitutionally backed allocations paid directly to institutions such as INEC, the National Assembly, and the National Judicial Council. These funds are released as first-line charges from the Consolidated Revenue Fund and are not subject to direct executive control.

This arrangement grants beneficiary agencies a degree of financial autonomy and ensures guaranteed funding for constitutionally mandated responsibilities, particularly those related to governance and democratic processes.

In February, INEC informed the National Assembly that it required N873.78 billion to conduct the 2027 general election and an additional N171 billion for its 2026 operational expenses.

The proposed N873.78 billion for the 2027 elections marks a significant increase compared to the N313.4 billion released for the 2023 general election.

The N135.22 billion allocation for electoral adjudication and post-election matters is a new line item that was not included in the initial 2026 budget proposal.
