The United States has formally withdrawn from 66 international organisations following a review by the administration of President Donald Trump, Secretary of State Marco Rubio has announced.
The decision, Rubio said, followed the conclusion that the affected bodies were wasteful, ineffective or harmful to US interests.
In a press statement issued on January 7, 2026, titled “Withdrawal from Wasteful, Ineffective, or Harmful International Organisations,” Rubio said the action was taken pursuant to Executive Order 14199 signed by President Trump. He added that the review process remains ongoing and that additional international organisations may still be assessed.
According to the statement, the Trump administration determined that the organisations no longer served US national interests, describing many of them as redundant, mismanaged, unnecessary or poorly run, while others were said to undermine American sovereignty, freedoms and prosperity.
Rubio said Trump had drawn a clear line against continued US funding and participation in such bodies, insisting that American taxpayers should no longer finance institutions that deliver little or no benefit to the country.
The organisations the United States is withdrawing from include a wide range of non-United Nations bodies such as the 24/7 Carbon-Free Energy Compact, Colombo Plan Council, Commission for Environmental Cooperation, Education Cannot Wait, the European Centre of Excellence for Countering Hybrid Threats, the Forum of European National Highway Research Laboratories, the Freedom Online Coalition, the Global Community Engagement and Resilience Fund, the Global Counterterrorism Forum, the Global Forum on Cyber Expertise, the Global Forum on Migration and Development, the Inter-American Institute for Global Change Research, the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development, the Intergovernmental Panel on Climate Change, the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, the International Centre for the Study of the Preservation and Restoration of Cultural Property, the International Cotton Advisory Committee, the International Development Law Organization, the International Energy Forum, the International Federation of Arts Councils and Culture Agencies, the International Institute for Democracy and Electoral Assistance, the International Institute for Justice and the Rule of Law, the International Lead and Zinc Study Group, the International Renewable Energy Agency, the International Solar Alliance, the International Tropical Timber Organization, the International Union for Conservation of Nature, the Pan American Institute of Geography and History, the Partnership for Atlantic Cooperation, the Regional Cooperation Agreement on Combatting Piracy and Armed Robbery against Ships in Asia, the Regional Cooperation Council, the Renewable Energy Policy Network for the 21st Century, the Science and Technology Center in Ukraine, the Secretariat of the Pacific Regional Environment Programme and the Venice Commission of the Council of Europe.
The withdrawal also covers several United Nations bodies and programmes, including the Department of Economic and Social Affairs, the Economic Commission for Africa, the Economic Commission for Latin America and the Caribbean, the Economic and Social Commission for Asia and the Pacific, the Economic and Social Commission for Western Asia, the International Law Commission, the International Residual Mechanism for Criminal Tribunals, the International Trade Centre, the Office of the Special Adviser on Africa, the Office of the Special Representative of the Secretary-General for Children in Armed Conflict, the Office of the Special Representative on Sexual Violence in Conflict, the Office of the Special Representative on Violence Against Children, the Peacebuilding Commission, the Peacebuilding Fund, the Permanent Forum on People of African Descent, the UN Alliance of Civilizations, the UN programme on Reducing Emissions from Deforestation and Forest Degradation, the UN Conference on Trade and Development, the UN Democracy Fund, UN Energy, UN Women, the UN Framework Convention on Climate Change, the UN Human Settlements Programme, the UN Institute for Training and Research, UN Oceans, the UN Population Fund, the UN Register of Conventional Arms, the UN System Chief Executives Board for Coordination, the UN System Staff College, UN Water and the UN University.
Rubio said the administration believes the global institutional system has drifted from its original purpose and become dominated by ideology, including climate, gender and diversity agendas, which he said conflict with US priorities. He added that the United States would no longer expend resources, diplomatic capital or lend legitimacy to institutions deemed misaligned with national interests, stressing that the administration would pursue cooperation only where it clearly benefits the American people.
