The National Population Commission (NPC) has reiterated that it is the only legally mandated body authorized to issue birth, death, and attestation certificates in Nigeria.
Mrs. Blessyn Brume-Ataguba, the Federal Commissioner representing Delta State at the NPC, made this clarification during a press briefing in Asaba on Wednesday.
She stated that no other institution, including hospitals, is constitutionally empowered to issue such documents.
“It is solely the responsibility of the NPC to issue birth and death certificates, as well as change of name documents,” Brume-Ataguba said.
“Hospitals and other organisations do not have the legal right to provide these certificates, though many people are unaware of this.”
She further explained that attestation certificates are currently issued to individuals aged 17 and above, although the commission is considering lowering the age threshold due to emerging needs.
Brume-Ataguba stressed that authentic certificates required for official purposes like international travel can only be obtained from NPC offices or verified personnel.
She warned the public against dealing with unauthorized individuals, noting that the NPC operates through official registration centres in all 25 local government headquarters in Delta State.
“All certificates are issued by duly identified NPC staff.
“If in doubt, we encourage the public to visit our state office in Asaba,” she said.
The commissioner urged Nigerians to follow proper channels to avoid unnecessary costs and time wastage.
