Otuaro commends Tinubu as PAP sends 161 beneficiaries abroad for postgraduate studies

The Presidential Amnesty Programme (PAP) has deployed 161 Niger Delta beneficiaries to various universities in the United Kingdom for the 2025/2026 academic session under its foreign postgraduate scholarship scheme.

The PAP Administrator, Dr. Dennis Otuaro, disclosed this in Abuja, expressing gratitude to President Bola Tinubu for what he described as the president’s strong backing and generosity in supporting the programme.

Otuaro noted that the large number of beneficiaries deployed abroad was made possible by Tinubu’s commitment to bridging the region’s human capital development gap.

“I am eternally grateful to His Excellency, President Bola Ahmed Tinubu GCFR, for graciously supporting the Presidential Amnesty Programme as we deploy foreign scholarship beneficiaries for the academic session. But for the President’s magnanimity, it would not have been possible for us to send 161 beneficiaries to universities in the U.K.,” he said.

The PAP boss also commended the National Security Adviser, Mallam Nuhu Ribadu, for his guidance and supervision in ensuring the success of the exercise.

He described the initiative as aligned with Tinubu’s Renewed Hope Agenda, stressing that the president had shown genuine concern for the development of the Niger Delta.

According to him, sustained deployment of Niger Delta youths for academic and vocational training within and outside the country would help close the region’s human capital deficit and drive socio-economic growth.

Otuaro further urged the scholarship recipients to take full advantage of the opportunity, complete their studies successfully, and return home to contribute to regional and national development.

He also called on stakeholders in the Niger Delta to rally behind President Tinubu, assuring that the president’s goodwill towards the region deserves support as he seeks re-election in 2027.

Earlier this month, the PAP had organized pre-departure briefings in Abuja for two batches of the beneficiaries heading to the U.K.
