The House of Representatives has passed for second reading a bill seeking to amend the Armed Forces Act, Cap. A20, Laws of the Federation of Nigeria, 2004.
The proposed legislation, sponsored by Hon. Aminu Balele, Hon. Midala Usman, and Hon. Daniel Asama, aims to strengthen the command structure of the Nigerian Armed Forces, improve operational efficiency, and enhance accountability within the military.
Leading the debate on the general principles of the bill, Hon. Midala Usman said the amendment, titled “A Bill for an Act to Amend the Armed Forces Act, Cap. A20, Laws of the Federation of Nigeria, 2004; and for Related Matters,” is designed to modernise Nigeria’s military framework in line with constitutional provisions and international best practices.
Usman explained that the bill seeks to clarify the composition, command, and operational responsibilities of the Armed Forces; define the roles of the Forces Council, the Minister of Defence, and the Service Chiefs; and reinforce the command authority of the Chief of Defence Staff and the Service Chiefs.
According to him, “The proposed amendments will enhance the operational efficiency of the Armed Forces by clearly outlining roles and responsibilities.
It also ensures that the Armed Forces Act aligns with the 1999 Constitution while maintaining the proper distinction between civilian and military functions.”
The lawmaker further noted that the bill reaffirms the President as the Commander-in-Chief of the Armed Forces, with the Chief of Defence Staff exercising general supervision over the military’s command and coordination.
Usman added that the amendments would promote effective civilian oversight without compromising the constitutional command hierarchy, ensuring accountability and efficiency in military operations.
He urged his colleagues to support the bill, which has now been referred to the relevant committee for further legislative consideration.
