The Nigerian Bar Association (NBA) has lashed out at the Nigeria Police Force (NPF) over its announced plan to reactivate enforcement of the tinted glass permit policy from January 2, 2026.
The NBA warned that the move violates the rule of law and disrespects ongoing court proceedings.
The association, in a statement issued on Tuesday by its president, Afam Osigwe (SAN), described the police announcement as executive overreach, noting that the policy is currently the subject of multiple suits before the Federal High Court in Abuja.
The association recalled that it had instituted a legal action challenging the legality and constitutionality of the policy, citing concerns over extortion, harassment of citizens, and the lack of statutory authority for the levy imposed.
The NBA said following public outrage and a court order directing parties to maintain the status quo, the Inspector-General of Police (IGP), Kayode Egbetokun, had agreed to suspend enforcement pending the outcome of the cases.
This agreement, the association noted, was communicated to the court by the police’s counsel and relied upon by the judge during proceedings on December 12, 2025.

The NBA stated that the sudden decision to resume enforcement shortly after the court accepted the police’s undertaking amounts to contempt of court and undermines institutional integrity.
The NBA added that the policy, which mandates payment of fees for tinted glass permits, imposes additional financial burdens on Nigerians already grappling with economic hardship.
It called on the IGP to immediately withdraw the directive on enforcement and respect the authority of the courts.
It also instructed its branches and Human Rights Committee to offer legal support to any citizen harassed or prosecuted under the policy.
The association warned that it would commence contempt proceedings against the leadership of the police if enforcement resumes, and appealed to President Bola Tinubu to intervene to ensure adherence to constitutional democracy and the rule of law.
