The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has commended President Bola Tinubu for his “strategic and systematic” approach to fostering development, economic growth, and sustainable peace in the Niger Delta.
Otuaro spoke on Saturday during a town hall meeting with PAP stakeholders and Niger Delta residents in Lagos.
The event was hosted by prominent activist and President of the Ijaw Monitoring Group, Chief Joseph Eva.
The meeting drew several notable leaders, including the Chairman of the Ijaw National Congress (Lagos Chapter), Prince Tonye Harry; Prof. Dauphin Moro; Engr. Titus Posibi; Chief Amarian Benedicta; Chief Ogbogbo; Evangelist Agboro; Chief Emmanuel Fiawe; Robert Fiawe; Elder Regent Youmor; Mrs. RoseMary Aluko; and Chairman of the Ijaw Youth Council (Lagos Chapter), Comrade Owen Naphatin.
Speaking at the forum, Otuaro said the President’s Renewed Hope Agenda is achieving tangible results in the Niger Delta as seen in the administration’s emphasis on security, infrastructural development, and human capacity building.
He noted that the PAP has recorded major milestones owing to the support of President Tinubu and the National Security Adviser, Mallam Nuhu Ribadu.
These include an expansion of the PAP scholarship scheme, which saw the number of in-country scholarship beneficiaries rise from 3,800 in the 2024/2025 academic year to 3,900 in 2025/2026, alongside about 200 foreign scholarship slots.
Otuaro assured stakeholders that the PAP under his leadership remains committed to widening access to higher education and vocational skills for indigent youths across Niger Delta communities.
“Human resource development is central to our socio-economic advancement and enduring peace.
“With Mr President’s unwavering support, we have been able to strengthen our scholarship scheme and promote inclusive policies,” he said.
He urged Niger Delta residents to continue supporting President Tinubu, expressing confidence that the region would benefit even more from his leadership after the 2027 general elections.
In his remarks, Chief Joseph Eva praised Otuaro’s performance, describing him as a focused and value-driven leader.
He stated that the PAP Administrator has made notable progress in human capital development, vocational empowerment, and peacebuilding across the region.
The event climaxed with the conferment of the Best Iconic Administrator Award on Otuaro by Niger Delta stakeholders.
