Wike urges precision in appellate legal practice

The Minister of the Federal Capital Territory, Nyesom Wike, has emphasised the importance of discipline, precision, and sound legal reasoning in appellate advocacy, describing it as vital to strengthening Nigeria’s justice system.

Wike made the remarks on Tuesday at the public presentation of “Ukala’s Manual on Appellate Practice,” authored by Senior Advocate of Nigeria, Emmanuel C. Ukala, at the Bola Ahmed Tinubu International Conference Centre.

The former Rivers State governor described the book as a timely and significant contribution to the legal profession, particularly for young lawyers seeking to build competence in appellate litigation.

He noted that advocacy at the appellate level differs significantly from trial proceedings, requiring a higher level of intellectual discipline, clarity of thought, and mastery of both substantive and procedural law.

“We are all aware that advocacy at the appellate level is of a fundamentally different character from proceedings at trial. It calls for a higher degree of discipline, clarity of thought, precision in expression, and a deep, assured command of both substantive law and procedural rules,” he said.

Wike added that the manual serves as a practical guide for both lawyers and judges, helping to bridge the gap between legal theory and courtroom practice.

“It serves as a vital bridge between legal theory and courtroom practice, offering guidance that is especially beneficial to younger members of the Bar,” he said.

Reflecting on his legal career, Wike said he had benefited from appellate adjudication, having handled numerous cases at that level.

“I myself am a direct beneficiary of the work done at the appellate level, having had the privilege, as a party in numerous disputes, to prosecute and defend many cases before appellate courts,” he stated.

The minister also disclosed that he once worked briefly in Ukala’s law firm, noting that the experience shaped his professional values, including discipline, attention to detail, and commitment to excellence.

Describing the publication as a “legacy work,” Wike said it would remain relevant to legal practitioners and judicial officers for years, given its practical focus on key aspects of appellate litigation such as notices of appeal, record compilation, interlocutory applications, briefs of argument, and oral advocacy.

“What I particularly appreciate about this manual is its practicality. It does not attempt to impress; it seeks to guide,” he said.

He urged young lawyers to make effective use of the book in refining their skills and striving for excellence in the profession.

“To my colleagues, especially the younger lawyers, do not just celebrate this book, use it. Let it challenge you and refine you,” he added.

The event attracted top judicial officers, including the President of the National Industrial Court, Benedict Bakwaph Kanyip, former Attorney General of the Federation, Kanu Agabi, justices of the Supreme Court and Court of Appeal, as well as Senior Advocates of Nigeria, members of the Body of Benchers, and other legal practitioners. The book was reviewed by Joseph B. Daudu and Ferdinand O. Orbih.
