Canada lets eligible work permit holders study without permit

Canada has introduced a temporary policy allowing certain foreign workers already in the country to undertake studies for up to six months without applying for a separate study permit.

The measure, announced by Immigration, Refugees and Citizenship Canada, IRCC, is intended to help temporary workers gain skills needed in sectors facing labour shortages while remaining employed.

IRCC announced the development in a statement posted on its X handle on Wednesday, identifying tradespeople, nurses and laboratory technicians among the workers who could benefit.

Under the arrangement, eligible work permit holders can study for up to six months or until their existing work permit expires, whichever comes first.

“IRCC will begin notifying eligible work permit holders this week that they can study for up to 6 months or until their permit ends (whichever comes first) without applying for a study permit,” the agency said.

The government said the temporary arrangement would eliminate an additional administrative requirement for workers pursuing short-term education, training or licensing opportunities.

The policy is scheduled to remain in force until December 31, 2027.

However, IRCC clarified that the exemption does not cover full-time studies, which will still require applicants to obtain a study permit.

The agency also warned that the measure should not be interpreted as a new immigration route for foreign workers seeking to enter Canada.

“This measure is not a new pathway for workers to come to Canada,” IRCC said.

According to the agency, the initiative is part of broader efforts to address workforce shortages and support economic activity by helping temporary residents already in Canada acquire additional skills.

“To drive economic growth, address labour gaps in key sectors and help eligible temporary workers maximize their contributions to Canada, Immigration, Refugees and Citizenship Canada (IRCC) is introducing a temporary measure to allow work permit holders to study for up to 6 months without a study permit,” it said.

IRCC said the flexibility could help workers strengthen their contributions to public services, homebuilding and other areas considered important to Canada’s development.

The agency added that the Canadian government remained committed to reducing the temporary population to below five per cent of the country’s total population by the end of 2027.

It said the measure was consistent with Canada’s goal of maintaining a “balanced and sustainable approach to immigration” while responding to labour demands and ensuring that immigration levels remain aligned with the capacity of communities.

“This flexibility supports these objectives and helps build Canada strong,” IRCC said.
