NCC: Telecom operators deploy 12,000 new sites, compensate 75m subscribers

The Nigerian Communications Commission (NCC) has disclosed that mobile network operators have concluded plans to deploy more than 12,000 new coverage and capacity sites across the country, with over 5,000 already completed, as part of efforts to improve service quality and expand telecommunications infrastructure.

This was contained in a communiqué issued at the end of the NCC’s 109th Board Meeting held on May 25, 2026, where the Governing Board reviewed developments in the telecommunications sector and outlined key regulatory and strategic priorities.

The commission disclosed that operators have also extended fibre connectivity to more than 700 sites, while colocation and infrastructure-sharing companies have upgraded equipment at over 2,000 Base Transceiver Stations (BTS) to strengthen network resilience and improve quality of service.

It noted that the ongoing infrastructure expansion reflects the industry’s commitment to enhancing network coverage, capacity, and customer experience nationwide.

In a major consumer protection initiative, the NCC revealed that more than 75 million subscribers have been compensated following the commission’s directive requiring mobile network operators to provide redress for poor quality of service in areas where prescribed standards were not met.

The NCC described the level of compliance by operators as substantial, noting that the commission is independently validating operators’ claims to ensure all eligible subscribers receive the compensation due to them.

However, the NCC expressed concern over the partial compliance of Tower Companies (TowerCos) with directives requiring them to reinvest regulatory fines into infrastructure upgrades through escrow accounts.

It stressed the need for full compliance to ensure sustainable improvements in network performance and service delivery.

The commission also reviewed data consumption trends and noted that increasing demand for broadband services continues to place pressure on existing infrastructure.

It observed that Fibre-to-the-Home (FTTH) subscriptions rose significantly from 84,141 subscribers in the fourth quarter of 2025 to 210,065 subscribers by the end of the following quarter, reflecting growing adoption of fixed broadband services.

The NCC said expanding fibre infrastructure remains critical to reducing pressure on mobile networks, lowering connectivity costs and improving service quality across the country.

As part of broader market reforms, the NCC noted that it has been reviewing the telecommunications market structure to better reflect the evolving roles of wholesale and retail operators and ensure appropriate regulatory oversight.

The commission further highlighted concerns over persistent vandalism and damage to telecommunications infrastructure, despite recent efforts by security agencies to protect telecom assets following their designation as Critical National Information Infrastructure (CNII).

To address the challenge, the NCC said it is exploring the establishment of a Communications Industry Security Trust Fund and strengthening collaboration among stakeholders to enhance infrastructure security.

The NCC also disclosed that the board approved interim appointments to reposition the Digital Bridge Institute (DBI), including the appointment of Princess Oforitsenere Emiko as Interim Chairman of the DBI Governing Board, alongside Engr Abraham Oshadami and Rimini Makama as interim board members.

The commission reaffirmed its commitment to building a sustainable, resilient and inclusive communications sector that supports Nigeria’s digital transformation agenda and contributes to the federal government’s goal of growing the economy to $1 trillion.
