The Nigerian Electricity Regulatory Commission (NERC) has released the Mini-Grid Regulations 2026, establishing a comprehensive framework for the development, operation, and oversight of mini-grid systems across the country.
The regulation, designated NERC-R-001-2026, is designed to expand electricity access in unserved and underserved communities while guaranteeing safety standards, fair tariffs, and investor protections across the sector.
NERC announced the framework on its official X handle on Monday, noting that it also strengthens coordination among mini-grid developers, operators, distribution companies (DisCos), and host communities in accordance with the Electricity Act 2023.
The regulations cover two categories of mini-grids: isolated systems, which operate independently of DisCos with capacities of up to 5MW, and interconnected mini-grids, which are linked to existing distribution networks with capacities of up to 10MW.
Under the new rules, mini-grids below 100KW are required to be registered, while those above 100KW must obtain a permit from the commission. NERC said permits will be processed within 30 business days of application.
The framework also introduces tiered reporting obligations based on capacity. Operators of mini-grids below 1MW will be required to submit annual reports, while those above 1MW must file quarterly reports.
The commission added that it will conduct ongoing monitoring of the sector and may publish industry data to improve transparency and accountability.
“The Mini-Grid Regulations 2026 provide a clear and structured framework for operators, ensuring safety, accountability, and improved electricity access in underserved communities,” NERC said.
The commission said the new policy is expected to accelerate rural electrification and stimulate private sector participation in expanding power supply, describing the regulations as part of broader efforts to strengthen oversight and drive sustainable energy development across Nigeria.
