The alleged National Brands Development and Made-in-Nigeria Special Project Office operated an extensive structure comprising a national coordinator, zonal directors, 20 state coordinators and representatives in the United States and China.
The organisation’s website identified Hon. Nwabueze George as its “Executive Director, National Coordinator” and presented the office as having a nationwide network and international representation.

The development comes after the Independent Corrupt Practices and Other Related Offences Commission (ICPC) described the organisation as a fake agency allegedly operating from premises within the Office of the Secretary to the Government of the Federation (OSGF).
ICPC Chairman, Musa Aliyu, had on Friday disclosed that President Bola Tinubu ordered the immediate arrest of George Nwabueze, whom the commission identified as the promoter of the alleged fake office.

Tinubu also ordered the suspension of three permanent secretaries — M.S. Danjuma, Nadungu Gagare and Richard P. Pheelangwah — following the discovery.
According to the ICPC, the office had been allocated space within the OSGF without presidential authorisation.
The commission also said Nwabueze operated under several variations of his name, including George Nathan Nwabueze, George Nwabueze, George Buchi Nwabueze and Prince George Buchi Nwabueze.

How the alleged agency was structured
The organisation’s website listed Dr Hajara Njidda Amoni as Director of National Administration, while Oladunjoye Musiliua, Hafsat Sahabi Dange and Ugochi Akudo Nwosu were identified as zonal directors for the South-West, North and South-East respectively.
It also listed Dr Bassey B. Unaowo as “Special Assistant to the Permanent Secretary on Political and Economic Affairs, OSGF.”
The website claimed that the project operated under the OSGF and was overseen by the Permanent Secretary, Political and Economic Affairs.

However, the claim of official government backing is now in question following the ICPC’s assertion that the organisation had no presidential authorisation.
The website further listed 20 individuals as state coordinators across Katsina, Kaduna, Delta, Kebbi, Osun, Anambra, Nasarawa, Plateau, Benue, Ondo, Ogun, Sokoto, Abia, Zamfara, Niger, Kano, Taraba, Oyo, Bauchi and Kogi states.
Among those listed were Dr Babangida Kabir Ruma for Katsina, Abdulhaleem Ishaq Ringim for Kaduna, Godwin Adolor for Delta, Olugbemi Adetola Adelowokan for Osun, Chiamaka Nnake for Anambra and Abubakar Ahmad Bichi for Kano.

The website also named Justin Aondoaseer Tyopuusu as Taraba State coordinator. Tyopuusu has previously been identified in reports as a Special Assistant to Taraba State Governor Agbu Kefas on Digital Economy.
However, there is no indication that every person listed on the website was aware that the organisation allegedly lacked government authorisation.

Their inclusion on the platform, on its own, does not establish their knowledge of any alleged wrongdoing or their involvement in the activities under investigation.
US, China representatives
The organisation also claimed to have international representatives, listing Emmanuel Enemali Achema as its United States country representative/coordinator and Ameh Enedugbojo Glory as its representative in China.
The international structure was presented alongside the state and zonal network as evidence of the organisation’s purported operations across Nigeria and abroad.
According to the website, the project was involved in activities including trade exhibitions, economic forums, promotion of Nigerian-made products and support for small and medium-sized enterprises.
However, the ICPC has questioned the legitimacy of the organisation and its claimed relationship with the Federal Government.

Efforts to reach the management of the organisation were unsuccessful as of the time of filing the report. The three telephone numbers published on its website were reportedly switched off, while messages sent to the purported national coordinator had not been answered.
The discovery is part of a wider ICPC investigation into alleged fictitious government bodies.
The commission had earlier uncovered the purported Presidential Foreign Intervention Promotion Council, whose Director-General, Adeniyi Adeyemi Matthew, is facing prosecution over alleged forgery and impersonation.
The ICPC has also identified the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency and Public-Private Partnership as other alleged fictitious bodies.
