Uba Sani appoints Head of Service, Pension ES, KADVIS Commander

Kaduna State Governor Uba Sani has appointed Jummai Bako as the state Head of Service.

Sani also appointed Ibrahim Balarabe as the Executive Secretary of the Kaduna State Pension Bureau, while Ali Audu was appointed as the Commander of the Kaduna State Vigilance Service (KADVIS).

The governor’s Chief Press Secretary, Ibraheem Musa, announced this in a statement on Thursday, April 17, 2025.

While congratulating the new appointees, Sani charged them to approach their assignments with renewed vigour, total commitment, deep sense of humility, fairness, and integrity.

Sani said he expects the new appointees to deploy their vast experiences and knowledge to deliver on their institutional mandates.

Bako, the new Head of Service of Kaduna State was the Permanent Secretary (Establishment, Management and Training), in the Office of the Head of Service. She replaces Habiba Anana Shekarau.

An Associate Member, Institute of Chartered Economists of Nigeria, Bako previously served as the Director (Budget) and Director (Monitoring and Evaluation) in the Ministry, Planning and Budget Commission.

A former lecturer with the Bauchi State Polytechnic in Bauchi, she was a Senior Planning Officer, Local Government Service Commission (2006 to 2008), Kaduna State, and Education Officer, at the State Ministry of Education.

Bako holds a Masters in Business Administration (MBA) from Kaduna State University, Kaduna; Bachelor’s of Science (Economics) from Bayero University, Kano; and a Diploma in Computer Operation from Kaduna Community Resource Centre, Kaduna.

Balarabe, the new Executive Secretary of the Kaduna State Pension Bureau, is a seasoned administrator with vast experience in the Nigerian financial sector, replaces Prof. Salamatu Idris Isah.

Balarabe retired in May 2023 from the Board of Access Pensions Limited as Executive Director (North), after serving seven years on the Board.

He has over 31 years of corporate and public service experience, including 18 years in the new Contributory Pension Scheme (Sigma and Access Pensions), 11 years in Banking (First Bank of Nigeria, International Trust and Magnum Trust Bank), and two years in public service (National Directorate of Employment).

Balarabe was a pioneer member of the new Contributory Pension Scheme (CPS) in 2005, first as a staff of Sigma Pensions and later Access Pensions.

He is a graduate of Ahmadu Bello University Zaria where he obtained his first and second degrees in Agriculture and Business Administration, respectively. He is a member of the Nigerian Institute of Management.

Audu, the new Commander of the Kaduna State Vigilance Service (KADVIS), is a retired Commissioner of Police renowned for effective deployment of his strategic and tactical skills. He replaces Brigadier General Umar Ibrahim (Rtd.)

He served as the Kaduna State Commissioner of Police (2023 – 2024); Commissioner of Police, Border Patrol, Force Headquarters, Abuja; Commissioner of Police, Police Mobile Force, Force Headquarters, Abuja; and Commandant, Police Mobile Force Training College, Ende Hills, Nasarawa.

Audu has skills and competences in professional policing, tactical training, administration and operations.

He attended professional courses on strategic training command, advanced human rights observance and civil-military cooperation, simulation, tactical leadership, and unit combat operations.
