Memorandum with U.S. will end hostilities — Iran

Iran’s Foreign Minister, Abbas Araghchi, on Tuesday said Tehran considers the war with the United States to be over, stating that a proposed memorandum of understanding with Washington would bring an immediate and permanent end to hostilities.

Speaking during a live briefing broadcast on Iranian state television, Araghchi said the agreement involves the United States and Israel on one side and Iran and Hezbollah on the other.

According to him, ending the conflict in Lebanon is a key part of the proposed deal.

“In our view, the two parties to this memorandum are the United States and Israel on one side, and Iran and Hezbollah on the other. The declaration of an immediate and permanent end to the war on all fronts, including in Lebanon, is perhaps the most important issue in the memorandum,” he said.

The foreign minister warned that any further Israeli military action in Lebanon or continued presence in Lebanese territory would be regarded by Iran as a violation of the agreement.

He said planned negotiations with the United States would take place in two phases. The first stage would focus on the status of the Strait of Hormuz, the lifting of the U.S. naval blockade and reconstruction efforts following damage to Iran’s infrastructure.

According to Araghchi, the second stage of negotiations would address Iran’s nuclear programme and the issue of sanctions relief as part of a broader final agreement.

He added that while the signing of the memorandum would immediately halt fighting, Iran and Oman would continue to administer the Strait of Hormuz. Discussions on lifting sanctions and unfreezing Iranian assets would take place after the memorandum is signed.

Araghchi said the formal signing of the memorandum of understanding between Iran and the United States is scheduled to take place in Switzerland on Friday.

The proposed agreement, if concluded, would mark a major diplomatic development following months of conflict that disrupted global energy markets and heightened tensions across the Middle East.
