NCAA fines RwandAir N15m

The Nigerian Civil Aviation Authority has fined RwandAir N15 million for failing to resolve a passenger’s baggage complaint within the period prescribed by Nigeria’s aviation regulations.

The NCAA spokesperson, Michael Achimugu, disclosed the sanction in a post on his personal X account on Friday.

The authority also directed the airline to replace the passenger’s damaged bag and pay $170 in first-need compensation.

The NCAA said the measures followed the airline’s failure to address the baggage complaint in line with the consumer protection provisions governing airlines operating in Nigeria.

The compensation and replacement order were issued under Part 19 of the NCAA Regulations 2023, which provides remedies for passengers affected by baggage-related problems.

In a statement, the authority said, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.

“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”

The sanction comes amid the NCAA’s renewed emphasis on airlines complying with passenger protection rules, including deadlines for resolving complaints and processing refunds.

The authority has previously sanctioned both domestic and international carriers over various infractions.

In February 2025, five airlines—Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace—were sanctioned for different violations, with varying penalties considered.

The NCAA had also warned airlines that failure to process passenger refunds within the timeframe stipulated under Part 19 of the 2023 regulations could attract sanctions.
