Shoot-on-sight controversy: What IGP Disu said in Benue meeting

The Nigeria Police Force has released the full remarks of the Inspector-General of Police, Olatunji Disu, following reports that he issued a shoot-on-sight order against individuals carrying illegal firearms during a stakeholders’ meeting in Makurdi, Benue State.

Several media reports had interpreted the IGP’s comments as authorising police officers to shoot anyone found bearing illegal arms.

However, the police clarified that Disu was referring to the provisions of Force Order 237, which outlines the legal and operational circumstances under which officers may use firearms.

In a video shared on the Nigeria Police Force’s official X account on Saturday, the IGP condemned the persistent cycle of violence in Benue and warned that attacks and reprisals would no longer be tolerated.

He said individuals who take up arms become legitimate security targets, stressing that only authorised security agencies are legally permitted to carry firearms.

“We are the only ones recognised to carry arms around. No other person is entitled to do that,” Disu said, adding that police officers had been instructed to enforce the law in line with Force Order 237.

According to the police chief, officers have been trained on when and how to deploy their firearms and do not require fresh approval from superior officers before acting within the framework of the order.

Disu also expressed concern over the loss of security personnel to violent attacks, saying the police, military and other security agencies were determined to end the killings.

He, however, emphasised that restoring peace in Benue would require the support and cooperation of community leaders and other stakeholders.

The IGP said he was committed to remaining engaged with the state until lasting peace is achieved, adding that he intended to make regular visits to monitor progress in addressing the security challenges.
