US, Iran release 14-point peace framework to end hostilities

The United States has released the full text of a 14-point Memorandum of Understanding (MoU) reached with Iran, outlining a framework aimed at ending ongoing hostilities and setting the stage for a broader peace agreement.

The document, titled the “Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran,” was published following public pressure for transparency after details of the deal began circulating, according to CNN.

A senior US official said the agreement is designed to reopen key maritime routes, address Iran’s enriched nuclear material, and establish a pathway toward sanctions relief tied to compliance.

The MoU is expected to be formally signed on Friday, triggering a 60-day negotiation period for a final peace deal.

Below are the 14 points of the agreement:

End of hostilities

Both countries and their allies agree to the immediate and permanent cessation of military operations on all fronts, including Lebanon, and commit not to use or threaten force against each other.

Respect for sovereignty

Both nations agree to respect each other’s sovereignty and territorial integrity and avoid interference in internal affairs.

60-day negotiation timeline

The parties commit to conclude negotiations on a final agreement within 60 days, extendable by mutual consent.

Naval blockade and military withdrawal

The US will begin lifting its naval blockade immediately and fully remove it within 30 days, while also withdrawing forces from proximity to Iran after a final deal.

Maritime access in the Strait of Hormuz

Iran will ensure safe passage for commercial vessels for 60 days and cooperate on restoring maritime traffic, including clearing technical and military obstacles.

Economic reconstruction plan

The US and partners will support a reconstruction and development package for Iran valued at no less than $300 billion, with implementation details to be finalised in the final deal.

Sanctions termination

The US commits to lifting all sanctions, including unilateral sanctions and relevant UN/IAEA resolutions, on a scheduled basis tied to the final agreement.

Nuclear non-proliferation commitment

Iran reaffirms it will not develop nuclear weapons. Both sides agree to manage enriched material under an IAEA-supervised mechanism.

Status quo during negotiations

Both sides agree to maintain current conditions: Iran keeps its nuclear status quo while the US avoids new sanctions or troop deployments.

Oil and financial waivers

The US will issue waivers allowing Iranian crude oil exports and related financial, banking, and transport transactions.

Release of frozen assets

Iran’s frozen and restricted funds will be made accessible under agreed procedures and usable for designated beneficiaries.

Implementation monitoring mechanism

An executive mechanism will be created to monitor compliance and implementation of the MoU and future agreement.

Linkage to implementation

Formal negotiations on remaining provisions will proceed only after key agreed measures begin implementation.

UN endorsement

The final agreement will be submitted for endorsement through a binding United Nations Security Council resolution.

The MoU marks a significant diplomatic development, with both sides expected to enter detailed negotiations in the coming weeks.
